A. Government Organization. The temporal government of this church shall be vested in the Senior Pastor and the Official Board. The Official Board shall consist of the Senior Pastor, Assistant Pastor, and any of the Elders, Associate Ministers, Evangelists, Deacons, Deaconesses, and Trustees as may be appointed to the Official Board by the Senior Pastor. The Senior Pastor shall have the sole power and authority to appoint the members of the Official Board and shall present such membership to the church annually. The Senior Pastor shall be the chairman of the Official Board at any meetings of the Official Board.

B. Church Officers. The officers of this church shall be the Senior Pastor, the Assistant Pastor (if determined by the Pastor to be necessary), the Treasurer, and the Secretary. Only members of the Official Board shall become Church Officers and the Senior Pastor shall have the sole power and authority to appoint and remove any and all Church Officers.

C. Description of Church Officers.

1. The Senior Pastor. The Senior Pastor shall be the spiritual overseer of the church and shall direct all of its ac The Senior Pastor will lead the congregation, the organizations, and this church staff to perform their tasks in accordance with the powers and rights placed upon him by the Constitution and these By-Laws. The current Senior Pastor is Kenneth Bond.
    
2. The First Lady. As the spouse of the Senior Pastor, she supports him in all efforts as the spiritual overseer of the church, assisting in the facilitation of all Board meetings in accordance with the powers and rights placed upon the Senior Pastor by the Constitution and these By-Laws. The First Lady is Denise C. Bond.
    
3. Assistant Pastor. In case the Office of Senior Pastor shall become vacant by death, resignation, or otherwise, the Assistant Pastor shall become the Senior Pastor. In case of the temporary absence of the Senior Pastor, or his temporary disability to discharge the duties of his office, such duty shall, for the time being, devolve upon the Assistant Pastor who shall do and perform such acts as the Senior Pastor would otherwise be able to do. In addition, the Assistant Pastor shall have such duties and responsibilities as the Senior Pastor may, from time to time, authorize him/her to do. Currently, the Assistant Pastor position is vacant, as Kenneth Bond was recently promoted to the position of Senior Pastor from his Assistant Pastor role. After much prayer and supplication, the position of Assistant Pastor will be filled by the Senior Pastor when appropriate.
    
4. Treasurer. The Treasurer shall act as the church’s financial officer. It shall be the duty of the Treasurer to receive, preserve, and pay out, upon receipt of vouchers approved and signed by authorized personnel, all money or things of value paid to or given to the church, keeping at all times an itemized account of all receipts and disbursements. It shall be the duty of the Treasurer to render to the church at any meeting of the Official Board an itemized report of the receipts and disbursements of the period of time between meetings. The Treasurer shall render an annual account at the end of each calendar year. Upon rendering the annual account at the end of each calendar year and its acceptance and approval by the Official Board, the records shall be delivered by the Treasurer to the Church Secretary, who shall keep and preserve the account as a part of the permanent records of the church.
5. Secretary. The Secretary shall be responsible for keeping a suitable record of all official actions of the church, except as otherwise herein provided. The secretary shall be responsible for keeping a register of names of members, dates of admission, dismissal, death, or erasure, together with the record of baptisms. The secretary shall issue letters of dismissal, preserve on file all communications and written official reports, and give required notice of all meetings or notices necessary, as indicated in the Constitution and By-Laws. All church records are church property and shall be kept in the church office when an office is maintained.

D. Trustees; Ordained Elders, Associate Ministers and Evangelists; and Deacons and Deaconesses

1.  Trustees
   At least three (3) trustees shall be appointed by the Senior Pastor to hold in trust the property of the church.
   The trustees shall have no power to buy, sell, mortgage, lease, or transfer any property of the church without specific authorization for each action by the church.
   It shall be the function of the trustees to sign any and all legal documents involving the sale, mortgage, purchase, or lease of church property or any other legal documents requiring the signature of the trustees for and in behalf of the church.
2. Ordained Elders, Associate Ministers and Evangelists.
   The Senior Pastor shall be authorized to ordain and arrange for such Elders, Associate Ministers and Evangelists as he shall deem advisable. At such times as the Senior Pastor deems their presence necessary, the Pastor shall be authorized to appoint Ordained Elders and/or Associate Ministers to the Official Board. They shall be available to assist the Senior Pastor/Assistant and serve the congregation in multiple tasks which comprise spiritual oversight and ministry of the church.
3. Deacons and Deaconesses.
   Deacons and Deaconesses shall be appointed for a term of service as appointed by the Senior Pastor; must meet the qualifications listed in 1 Timothy 3:8-13; shall demonstrate an exemplary Christian testimony in private, family, and public life; a committed Christian elder and partner of the Senior Pastor; supporter and promoter of the church faith, practice, programs, and ministries. Deacons and Deaconesses shall serve in a ministry of encouragement and counsel for the Senior Pastor concerning the progress and welfare of the church. Deacons and Deaconesses shall assist the Senior Pastor in ministering to the members by implementing a deacon ministry plan; and shall assist the Senior Pastor in administering the church ordinances.

E. Official Board

1. Responsibilities. The overall temporal management of the church shall be shared by the Senior Pastor and the Official Board. They shall be charged with the procurement, sale and management of all property of the church, and assist in determining the Senior Pastor’s Appreciation schedule. They will assist the Senior Pastor and Assistant Pastor in administering church business and shall be responsible for appointment of a successor Senior Pastor if no other succession procedures have been set forth in the Constitution and By-Laws.
2. Meetings. The Official Board shall meet at the request of the Senior Pastor or when deemed necessary by at least two-thirds of the Board. A two-thirds majority of the Board membership shall constitute a quorum, and no business of the church shall be transacted at any meeting of the Board unless a quorum be present.
3. Qualifications. Each candidate for Board Membership shall (1) Be a Born Again Saint; (2) Have been a member of the New Life Center Holiness Church for at least one year; (3) Have received the Baptism of the Holy Ghost according to Acts 2:4; and (4) Possess the qualifications stated in Acts 6:3.
4. F. Standing Committee These shall be the following standing committees of the church, the membership of which shall be as composed by the Senior Pastor:
5. Usher Committee. The Ushers Committee shall consist of a Head Usher, who shall be selected by the Senior Pastor/Assistant Pastor and a committee of ushers in adequate number who shall be selected by the Head Usher in consultation with the Senior Pastor/Assistant Pastor. The ushers shall provide written programs at all services, welcome and seat worshipers at all services of the church, arrange for their comfort, make introductions and promote friendly acquaintances among all who attend, and perform other related duties as occasion may arise. The Head Usher shall see that visitor’s cards, offering envelopes and related items are available in sufficient quantity and are efficiently distributed to the congregation.
6. The Sunday School Department. A diversified Bible School and training program, (integrated with and including the Sunday School) shall be conducted as an organic function of the church. All funds received through the Sunday School, and other Bible training functions, shall become part of the regular funds of the church, and shall be administered by the church Treasurer under the general direction of the Senior Pastor/Assistant Pastor.
7. The Youth Department. The Youth Department shall be a department of the church under the general overall supervision of the Senior Pastor/Assistant. All funds received through the Youth Department shall become a part of the regular funds of the church and shall be administered by the Treasurer in cooperation with the officers of the Youth Department.
8. The Performing Arts Ministry (P.A.M). The P.A.M shall be a department of the church under the general overall supervision of the Senior Pastor/Assistant. All funds received through the P.A.M shall become a part of the regular funds of the church and shall be administered by the Treasurer in cooperation with the officers of the P.A.M.
9. The Women’s Department. The Women’s Department shall be a department of the church under the general overall supervision of the Senior Pastor/Assistant. All funds received through the Women’s Department shall become a part of the regular funds of the church and shall be administered by the Treasurer in cooperation with the officers of the Women’s Department.
10. The Men’s Department. The Men’s Department shall be a department of the church under the general overall supervision of the Senior Pastor/Assistant. All funds received through the Men’s Department shall become a part of the regular funds of the church and shall be administered by the Treasurer in cooperation with the officers of the Men’s Department.
11. The Hospitality Department. The Hospitality Department shall be a department of the church under the general overall supervision of the Senior Pastor/Assistant. All funds received through the Hospitality Department shall become a part of the regular funds of the church and shall be administered by the Treasurer in cooperation with the officers of the Hospitality Department.

These By-Laws may be amended by a three-fourths (3/4) majority vote of the voting membership of this church who are in attendance at any regular or special meeting called for such purposes, provided that notice of intention to offer amendments be given at the morning worship services on the two Sundays prior to the time of voting, and such notice shall explicitly describe the nature of the amendments.

The Constitution and its By-Laws shall be kept in printed form, and a copy shall be made available to anyone who requests it.
